The characters are 气清观宇宙，畅怀叙幽情 （this is a poem about broad mind and heart). 癸酉年夏日 （summer day of Gui You year which is the year of every 60 years). The recent Gui You years are 1933 and 1993. 然发书 wrote by Ran Fa (calligrapher). The characters on the back are 气清观宇宙 (half part of above poem).
